MITCHELL-THOMSONThe constitution of the Licensing Committee is prescribed by Section 2, sub-section 3, of the Dyestuffs (Import Regulation) Act, and was fully discussed during the passage of the Act through this House. I would refer the hon. Member to Vol. 135, No. 154, of the OFFICIAL REPORT.

Gentleman aware that since that came into operation there have been numerous complaints by the merchants as to the way in which the licences have been distributed, and is it not possible to have a revision of the arrangements whereby they can be represented on the Committee?
