MALONEasked the Home Secretary whether he proposes to introduce a Regulation making the carrying of a rear lamp by cyclists compulsory; and what is the purpose of the Regulation, having regard to the fact that cyclists with long experience are of opinion that a rear lamp is not an aid in the avoidance of accidents?
