asked the President of the Board of Trade whether he is aware that consignments of very small toys which are used as fillings for bonbons, etc., and are of trifling value, are being detained by the Authorities as liable to key industries duty under Part I. of the Safeguarding of Industries Act, the ground alleged being that they contain small pieces of glass which has slight magnifying properties; and whether steps can be taken by his Department to adopt some standard fixing the grade or value of such articles which should be subjected to duty under the key industries schedule?
