§ Mr. AMERYThe Welfare machinery will be revived this year, and it is proposed to announce the date shortly. The procedure is fully described in Admiralty Fleet Order No. 3604 of the 4th November, 1921, a copy of which I am sending the hon. Member. The matters for discussion are not laid down by the Admiralty.
