asked the Under-Secretary of State for Foreign Affairs whether negotiations are being carried on for the purpose of concluding a commercial treaty with Spain?

The answer is in the affirmative.

In view of the fact that the Spanish Government has imposed a very high tariff on imported goods, will the right hon. Gentleman see that negotiations are speeded up in this particular instance so as to avoid, as far as possible, hardship to the British exporters?

I can assure my hon. Friend there is no avoidable delay.
