§ Mr. CHURCHILLEvery effort is being made to encourage the placing of orders for railway and other similar material in this country by the Colonial administrations; but I cannot undertake that orders shall be placed in particular districts, without regard to the requirements of the Colonies upon whose behalf the orders are placed.
