§ The SECRETARY of STATE for the COLONIES (Mr. Churchill)The agreement will, when ratified, become legally binding on the Provisional Government. When the Irish Free State has been finally constituted, it will, of course, be represented at the Conferences in the same way as Canada, Australia, and other parts of the British Empire.
