asked the Secretary of State for India whether his attention has been called to the resolution passed by the Imperial Assembly regarding the vote for Indian Defence; and what steps he proposes to take to see that the requirements of the Government of India in this respect are fully met?

Mr. MONTAGU

I am taking advice as to the legal question of the construction to be placed on the provisions of the Act, which are assumed by the terms of the Assembly's Resolution to give power to the Governor-General to give effect to it, and I cannot at present give an authoritative answer. But, in any case, the effect of the Resolution is a recommendation upon which the Government is not bound to act.
