§ Mr. MONTAGUI am taking advice as to the legal question of the construction to be placed on the provisions of the Act, which are assumed by the terms of the Assembly's Resolution to give power to the Governor-General to give effect to it, and I cannot at present give an authoritative answer. But, in any case, the effect of the Resolution is a recommendation upon which the Government is not bound to act.
