asked the Prime Minister whether he will lay upon the Table the Memorandum which he circulated at the Paris Conference, dated 25th March, 1919, in view of the fact that part of that Memorandum has never been published by Signor Nitti?

The PRIME MINISTER

We have always understood that it would be contrary to the engagement taken by the Allied Governments to publish—except by a previous ad hoc agreement—particulars of the confidential discussions of the Paris Conference. As most, however, if not all, the Memoranda circulated during the Paris Conference have been published either in France, America or Italy, the Government are considering whether it would not be desirable to publish these documents in this country. I hope to be able to give an answer soon.
