asked the Prime Minister when it is proposed to introduce the Bill for the reform of the House of Lords?

asked the Prime Minister whether, in view of the pressure of other important public business, it is the intention of the Government to proceed with the full measure of reform of the House of Lords or merely to amend the Parliament Act?

The PRIME MINISTER

The proposals of the Government will be presented in the first instance in the form of Resolutions in the House of Lords. As stated in His Majesty's Gracious Speech, they will include the reform of the House of Lords as well as the adjustment of differences between the two Houses.

Is there any precedent for introducing by Resolution in the House of Lords a Measure affecting the relationship of the two Houses?

The PRIME MINISTER

It affects not merely the relationship of the two Houses; it affects primarily the House of Lords itself and the Constitution.
