asked the Secretary of State for the Colonies what are the total emoluments of the Governor of Gibraltar and the Governor of Malta, respectively; and what is the total population within their respective jurisdictions?

Mr. CHURCHILL

The Governor of Gibraltar receives a salary of £5,500 a year, with £1,500 a year drawn while he is in the fortress, but not while on leave. He also receives £800 from Army funds. The Governor of Malta receives £5,000 from civil funds to cover his own salary and establishment and £2,000 from Army funds in addition. The population of Gibraltar is 22,018, according to the last census, and that of Malta about 225,000. I cannot, however, admit that the population of Malta and Gibraltar can be regarded as a measure of the importance of the position of the Governors of those places.

Is it not a fact that the salary of the Governor of Gibraltar was raised enormously only two years ago because Gibraltar at that time had a surplus?

Mr. CHURCHILL

I think it is very important that the Governors of these great fortresses should be able to maintain the same reasonable state as ruled for many generations, and owing to the greatly increased cost of everything, I do not think that any additions to salary which have been made can be considered in any way excessive.

If my hon. and gallant Friend had taken the precaution of putting that question on the Paper, I should have been armed with the facts with which to answer him.
