§ 106. Mr. C. WHITEasked the Chancellor of the Exchequer if he can explain on what grounds His Majesty's Customs make a charge for opening packages to ascertain whether the goods are liable to duty; and on what bases these charges are made?
Mr. YOUNGI should be most happy to do so, though I imagine the hon. Member is very likely to find that these charges have been made by the Port and Harbour Authorities concerned.
