asked the Chancellor of the Exchequer if he can explain on what grounds His Majesty's Customs make a charge for opening packages to ascertain whether the goods are liable to duty; and on what bases these charges are made?

Mr. YOUNG

No such charge is made by the Customs Department.

Mr. WHITE

If I bring a case to the notice of the hon. Gentleman will he reconsider it?

Mr. YOUNG

I should be most happy to do so, though I imagine the hon. Member is very likely to find that these charges have been made by the Port and Harbour Authorities concerned.
