asked the Under-Secretary of State for India if he can give any estimate of the extra expenditure that has been entailed upon the Government of India owing to the non-co-operation movement which has been allowed to run on so long unchecked?

It is not possible to give any estimate of this expenditure. Most of it must have fallen hot on the Government of India but on local governments. My hon. and gallant Friend is no doubt aware that the Commander-in-Chief impressed upon the Legislative Assembly the seriousness of the expenditure which had been entailed by moving troops to aid the civil powers.
