Mr. HASLAMasked the Prime Minister whether he will take such steps as may be necessary to ascertain as soon as possible whether the Russian Government is willing to afford every facility to members of an international commission, consisting, say, of representatives of Great Britain, France, the United States, Belgium, and Italy, to be appointed by the Governments of those countries, respectively, with a view of visiting such parts of Russia as may be deemed desirable in order to make arrangements for the security of the investments of foreign capital with the object of developing the resources and industries of Russia and of stimulating international trade?
