§ 88. Mr. WATERSONasked the Financial Secretary to the Treasury whether, in view of the Tipton disaster, with the loss of so many lives, he will consider the advisability of the Government breaking up its surplus ammunition by fully qualified persons in the Government's own establishments?
Mr. YOUNGAfter careful consideration, the Government are not prepared to adopt this suggestion. If contractors observe the precautions prescribed by Statute and Regulation for those dealing with explosives, there is no reason why breaking-down operations should be attended with greater risk in private factories than in Government establishments.
