§ 52. Mr. RHYS DAVIESasked the Chancellor of the Exchequer whether he has yet set up a Committee to inquire into the methods of making Exchequer grants to local authorities; and, if so, what are the terms of reference?
§ Sir R. HORNESteps are being taken to set up the Committee, but I am not yet in a position to announce its composition. The terms of reference will be as follows: To report what system of Exchequer grants in respect of locally administered services assisted from the Exchequer can be substituted for the percentage grant system, and to what extent and with what exceptions, if any, the alternative system can be applied.
