asked the Financial Secretary to the Treasury what is the Board of Trade index accepted by his Department in formulating the Estimates for next year, 1922–23?

Mr. YOUNG

I assume the hon. Member refers to the cost-of-living index figure, published by the Ministry of Labour, by reference to which the Civil Service bonus is determined. For the purpose of provisional Estimates for 1922–23 it has been assumed that the monthly index figures affecting the year ending the 31st March, 1923, will average 100 points above July, 1914.
