asked the Secretary of State for India whether the Punjab Council have refused to sanction the Budget grant for the Publicity Department; and, if so, what steps the Government propose to take to place the true facts of the situations that arise in India before the people?

The answer to the first part is in the affirmative. All Governments in India are taking active and successful steps to supply the public with accurate information.

Does that mean that one of the first acts of the reformed Council will be to put a stop to all efforts on the part of the Government to prohibit revolutionary propaganda in the Punjab?

Mr. MONTAGU

The reply to that question would require consideration. Perhaps my hon. and gallant Friend would put it on the Paper.
