Motion made, and Question proposed, That a Supplementary sum, not exceeding £15,100, be granted to His Majesty, to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1921, for the salaries and expenses of the Office of the Inspector of Reformatories, and for the expense of the maintenance of juvenile offenders in reformatory, industrial and day industrial schools, and in auxiliary homes in England and Wales.

Mr. KILEY

I wish to ask the Home Secretary whether it is in his power to issue a circular stating whether there are not other facilities for these boys, such as sending them to sea in the Mercantile Marine, instead of putting a charge upon rates in this way. If he could do this—if he could take some action in this direction—I am sure it would be of great service.

Mr. SHORTT

We do consider that, and we have discussed it. May I point out, however, that it is a little difficult to send circulars round to the gentlemen who administer justice. It seems very much like interference, but we do make suggestions of that kind.

Mr. MOSLEY

I do not think that a Supplementary Estimate showing such a large increase should be passed.
