HC Deb 03 March 1921 vol 138 c2005
35. Commander BELLAIRS

asked the Prime Minister whether he is aware that printing is the one nourishing trade under communism in Russia; and what steps he proposes to take to prevent the dumping of plays and novels by popular British authors which have paid no royalties to the writers?

The PRESIDENT of the BOARD of TRADE (Sir Robert Horne)

I have been asked to reply. I am aware that there has been activity in the printing trade in Russia. As regards the second part of the question, the remedies afforded by Section 6, 11 and 14 of the Copyright Act, 1911, are thought to be sufficient to prevent the dumping of such plays and novels in the United Kingdom.
