§ 14. Mr. ALLEN PARKINSONasked the Under-Secretary of State for Foreign Affairs whether an answer has yet been despatched to the note sent by Commissary Tchitcherin on 4th February with regard to the Russian trade agreement; and, if not, what is the cause of the delay?
§ Mr. KELLAWAYMonsieur Krassin is expected to arrive in London very shortly, and the reply to the latest note from the Soviet Government will be made to him as soon as practicable.
§ Lieut. - Commander KENWORTHY
Why is it necessary to wait until M. Krassin returns before replying to Commissary Tchitcherin's note of the 4th of February; and in view of the statement in the King's Speech that it is essential that trade with Russia should be started as soon as possible, why all this delay?
§ Mr. KELLAWAYBecause personal negotiations are much more rapid than the prolonged method of writing.
