asked the Home Secretary whether in view of the increase in the number of electors and the insufficiency of public halls capable of holding the electors and the growing resentment to open voting, he will take steps to arrange for parish council elections to be taken by ballot as an alternative to the present method?

The question has been considered on several occasions but no satisfactory solution has presented itself which could be carried through without legislation. The representations which have been made to the Government on the subject have been few, and I am afraid I cannot in present circumstances give any promise of dealing with it.
