asked the Prime Minister whether the members of His Majesty's Government are liable to be surcharged with any loss to the State arising out of the cost of printing and other charges in connection with the recent issue of railway vouchers to Members of this House?

Mr. CHAMBERLAIN

The answer is in the negative.

Sir T. POLSON

Is the right hon. Gentleman aware that local authorities are liable to be surcharged for expenditure improperly incurred, and that this has a salutary effect in regard to the spending of public money?

Mr. CHAMBERLAIN

I would not undertake to say what would happen if Parliament refused to cover the expenses which have been incurred already, but as Parliament has not yet refused to do that, I must decline to answer the question.
