Sir T. POLSONIs the right hon. Gentleman aware that local authorities are liable to be surcharged for expenditure improperly incurred, and that this has a salutary effect in regard to the spending of public money?
Mr. CHAMBERLAINI would not undertake to say what would happen if Parliament refused to cover the expenses which have been incurred already, but as Parliament has not yet refused to do that, I must decline to answer the question.
