asked the Lord Privy Seal whether he is aware of the widespread concern at the Government failure to carry out the conventions of the Washington Labour Conference; and if he can give a day for the consideration of the question in all its bearings?

Mr. BONAR LAW

I am not aware of any failure on the part of the Government to carry out the obligations assumed by them with respect to the Washington draft conventions under the Labour Clauses of the Peace Treaty, but I understand that my right hon. Friend differs from the Government as to the exact meaning of these obligations. It is not possible before the end of the financial year to find time for such a discussion as my right hon. Friend suggests, but if he will put a question to me after Easter I shall be glad to consider it.
