Mr. HARMSWORTHThe answer to the first part of the question is in the affirmative. His Majesty's Minister at Lima has already been instructed to bring this matter to the notice of the Peruvian Government and to ascertain whether they are prepared to accept responsibility for the losses incurred in such cases as those mentioned.
