I beg to present a petition signed by 55,073 Unionist clubmen affiliated to the Association of Conservative Clubs, urging that the restrictions now placed on clubs by the Central Control Board are no longer necessary and should forthwith be withdrawn. The petitioners would remind the House that in asking the consent of Parliament to impose such restrictions the Prime Minister on 29th April, 1915, as Minister of Munitions, said that he was not proposing anything more than an act of discipline during the War, and for that purpose he proposed to take powers limited to the period of the War. The petitioners pray that your honourable House will be pleased to consider this Petition, and will cause the Government to withdraw the restrictions now being enforced on bonâ fide registered clubs.
