asked the President of the Board of Trade if the common course of publishing a memorandum on Financial Resolutions will be followed in the case of the Financial Resolution on the Key Industries Bill; and, if so, whether that memorandum will contain any information as to the present condition of the industries to which it is proposed to give protection under that Bill?

The practice to which the hon. and gallant Member alludes is that which has been adopted in the case of Financial Resolutions (i.e., Resolutions involving expenditure of public money), but not hitherto, so far as I am aware, in the case of Ways and Means Resolutions. I do not think that in the present case there is any necessity to depart from the usual practice.
