§ Sir A. MONDThe answer to the first question is in the affirmative. I very strongly deprecate the attitude of the councils in question which interferes with the liberty of the subject under what conditions he chooses to obtain employment, but I am advised that I have, unfortunately, no legal powers to act in the matter.
