68. Mr. ALFRED DAVIES (Clitheroe)

asked the Minister of Labour whether a person who has been in receipt of payment under the Workmen's Compensation Act for 18 months and whose disability has passed away, but owing to depression in trade is unable to obtain employment, is entitled to unemployment insurance benefit; and, if not, will he take steps to bring such cases within the scope of the Act?

I assume that my hon. Friend's question relates to the requirement of the Act passed this Session that claimants for benefit who have not contributions to their credit must show that they have worked in an insurable employment in each of 20 weeks since 1919. Except in the case of ex-service men this condition cannot be waived, and I regret that my right hon. Friend does not see his way to propose amending legislation.
