asked the Secretary of State for the Home Department if he is aware of the fact that a man was recently fined 40s. by the Willesden magistrate for kicking to death a Pomeranian puppy; whether this is the maximum penalty for this class of offence; and whether, in this event, it would be possible to introduce legislation increasing the penalty for crimes of this description?

Cruelty to an animal can be punished by imprisonment up to three months without the option of a fine. I am having inquiry made into the facts of the particular case mentioned.

If the facts are as stated, has the right hon. Gentleman power to have the sentence revised?

I am afraid I have not.

Has not the right hon. Gentleman power to censure the magistrate responsible for such a breach of duty?
