Colonel WILSONThe specification for the new Kilindini wharf is not yet completed. Invitations to tender will be sent to a large number of firms, including those who were invited to tender for the original scheme in 1914.
§ Earl WINTERTONCan the hon. Gentleman say why the Public Works Department has not been entrusted with this specification, in view of the saving to the public purse by giving it to them rather than to a private firm?
