asked the Under-Secretary of State for the Colonies if he will say what form the specification for the construction of the wharf at Kilindini, Kenya Colony, has taken; and if it has been put out to open tender?

Colonel WILSON

The specification for the new Kilindini wharf is not yet completed. Invitations to tender will be sent to a large number of firms, including those who were invited to tender for the original scheme in 1914.

Earl WINTERTON

Can the hon. Gentleman say why the Public Works Department has not been entrusted with this specification, in view of the saving to the public purse by giving it to them rather than to a private firm?

I should like to have notice of that question.
