18. Mr. A. HERBERT

asked the Under-Secretary of State for Foreign Affairs whether an undertaking was given by the Government to submit the Anglo-Persian Agreement to the League of Nations; and, if so, whether this undertaking has been carried out?

Mr. HARMSWORTH

No under, taking was given, but His Majesty's Government have repeatedly expressed their intention to communicate the agreement to the League of Nations, in accordance with Article XVIII. of the Covenant, as soon as it has been endorsed by the Persian Parliament.

Is it likely to be endorsed by the Persian Government?

Mr. HARMSWORTH

As the hon. Member knows, there has been considerable Oriental delay in consulting the Persian Parliament, but it is expected to take place very soon.

Is it not a fact that the Persian Government do not want to ratify the agreement?

Mr. HARMSWORTH

I should not like to assume that at all.
