§ Mr. CHURCHILLThe Section referred to in the question is responsible for advice on the matters referred to, but decisions as to acceptance or rejection do not rest with it. The Section is staffed with officials of suitable technical qualifications and experience, and its services are supplemented by those of a special consultant. The qualifications of individual members of the staff cannot conveniently be discussed by means of question and answer in this House.
