asked the Prime Minister if he can now state when the full terms of the mandate for Palestine will be published?

The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Cecil Harmsworth)

It is hoped shortly to complete the draft mandate for submission to the Council of the League of Nations, but I am not yet in a position to state the exact date. Meanwhile the question of publication cannot arise.

Will the mandate be prepared by the British Government, by the Foreign Office?

Mr. HARMSWORTH

It is being prepared by His Majesty's Government.

Sir J. D. REES

Will the League of Nations have anything to say to these terms; can they disregard them after they are decided by the Government?

Mr. HARMSWORTH

I should like notice of that.

Will the mandate be submitted to this House?

Mr. HARMSWORTH

That is rather a matter for the Leader of the House.

Will this mandate as well be submitted to this House for discussion?

Mr. MacVEAGH

Can the hon. Gentleman at the same time say whether this mandate will make Palestine a place fit for Jews to live in?
