§ The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Cecil Harmsworth)It is hoped shortly to complete the draft mandate for submission to the Council of the League of Nations, but I am not yet in a position to state the exact date. Meanwhile the question of publication cannot arise.

Sir J. D. REESWill the League of Nations have anything to say to these terms; can they disregard them after they are decided by the Government?
