asked the Minister of Health by what authority those extra commissioners, whose function was restricted on their appointment to looking after mental deficients are now exercising powers in regard to patients committed under the Lunacy Act?

Dr. ADDISON

This question appears to be based on a misapprehension. Under Section 65 of the Mental Deficiency Act, 1913, the powers and duties of the Commissioners in Lunacy were transferred to the Board of Control, and the Act-imposed no such restriction as the hon. Member suggests with regard to the functions of those members of the Board who were not previously Commissioners in Lunacy.
