§ Mr. ILLINGWORTHThe Madrid Congress of the Postal Union has not yet come to any decision about the future rates of international postage, and it would, therefore, be premature to decide what foreign postage rates are in future to be charged in this country. I will make an announcement on the subject as soon as I am in a position to do so.
