asked the Secretary of State for War whether the Army Estimates include full pay and allowances in respect of each officer for a complete period of twelve months; whether he is aware that certain allowances which are only payable to officers who do not occupy Government quarters are deducted whilst an officer is on leave, although his house hold expenses are not reduced; and whether it was intended that the twelve months' total of pay and allowances should be regarded as the normal income of an officer on the active list?

The Regulations provide for the non-issue of certain allowances in certain circumstances, and the provision in Army Estimates allows for this.
