That it is expedient to authorise the payment, out of moneys to be provided by Parliament, of such Salary as may become payable to the Registrar-General of Births, Deaths, and Marriages in Scotland under any Act of the present Session amending the Law relating to the appointment of that officer."—[Mr. C.
