§ Lieut.-Commander KENWORTHYIf it is intended to lay the mandates before this House after approval by the Council of the League of Nations, will it not mean that we shall be unable in any way to modify those mandates, and will not the whole thing be really a farce, unless the mandates are laid before this House before going to the Council of the League? Otherwise, why waste our time?
