HC Deb 18 June 1917 vol 94 cc1459-61
Mr. G. TERRELL

asked the Prime Minister whether he is aware that a very large number of the Members of the House of Commons are, in addition to their j Parliamentary duties, actively engaged in the daytime on war work; and whether, in the circumstances, he can see his way for the duration of the War to limit the issue of three-line Whips and Motions for the suspension of the Eleven o'Clock Rule to legislation necessary for the vigorous prosecution of the War?

Mr. BONAR LAW

The action referred to is only taken by the Government in regard to business which, in their opinion, fulfils the condition laid down in the question.

Sir F. BANBURY

May I ask whether the Motion on the Paper to-day is a temporary Motion or whether it will be repeated?

Mr. BONAR LAW

I cannot say definitely one way or the other. It is temporary in so far as it applies only to to-day.

Lord HUGH CECIL

Do the Government still regard this as an agreed Bill, and, if so, do they think that these Motions are appropriate?

Mr. BONAR LAW

I really do not think the fact that it is an agreed Bill obviates the necessity of getting it through with as little delay as possible.

Lord H. CECIL

How long does the right hon. Gentleman propose that the House should sit to-night?

Mr. BONAR LAW

We do not propose to sit late.

Lord H. CECIL

How late?

Mr. BONAR LAW

I cannot say.

Motion made, and Question proposed, "That the Proceedings on the Representation of the People Bill, if under discussion at Eleven of the clock this night, be not interrupted under the Standing Order (Sittings of the House.).
