said he might take this opportunity of asking the First Lord of the Treasury how far he meant to go with business at that time of the morning?

said it was all a question of balance of convenience. He understood that no length of time would be occupied in discussing the Eleventh Order, Education (Local Authority Default) Bill. He did not propose to take the Committee on the Cunard Agreement Bill. He hoped there would be no difficulty on the score of the Indian Councils Bill and there were several other measures of minor importance which he thought the House might agree to.

*MR. MACVEAGH (Down, S.)

said he hoped the First Lord would not take the Expiring Laws Continuance Bill. They had had a Coercion Act in Ireland since 1881 with subsequent amending Acts, and year after year they were continued in force by being smuggled through the House under the Expiring Laws Continuance Bill at three o'clock in the morning. The Irish Members thought that if this Bill was to be passed they should have

an opportunity of entering their protest at a time when they could fairly discuss and when the House could understand the Bill.

MR. A. J. BALFOUR

said he hoped the hon. Member would remember that, however objectionable these Acts seemed to him, and in some respects to others, the Government were only following the universal practice in including them in the Expiring Laws Continuance Bill.

MR. SYDNEY BUXTON (Tower Hamlets. Poplar)

asked if the Government intended to take Order No. 13 that night.

MR. A. J. BALFOUR

said that it was not proposed to take that Order; but he hoped the hon. Gentleman would facilitate the passage of the Expiring Laws Continuance Bill.

MR. HERBERT SAMUEL (Yorkshire, Cleveland)

asked if the right hon. Gentleman would give facilities for the Criminal Aliens Bill.
