I rise to a point of order. I want to ask you whether, by the words of the rule, you are not required when putting the Question to define the services for which we are asked to grant the money. The words are— The total amounts of the Votes outstanding in that class to be granted for services as defined in the class.

My point is this: that it is not the custom when a Question is put to refer us to a printed Paper which has been placed in our hands. The custom is to put the Question fully from the Chair.
