§ MR. DELAHUNTY, in rising, pursuant to Notice, to move—
That, inasmuch as the manufacturing, commercial, and trading interests of Ireland are not sufficiently represented in Parliament, and it is not expedient that its borough representation should continue lessened by the disfranchisement of Cashel and Sligo, it is the opinion of this House that Her Majesty's Government should forthwith introduce and promote a Bill to authorize and empower the several towns of the county of Tipperary to elect and return one Member, and the several towns of the county of Sligo, in conjunction with the seaport towns of Ballina and Westport, to elect and return one other Member to the Imperial Parliament,said, that in England the principle pursued in giving representation was that large centres of population in the manufacturing districts should be fully represented; but Ireland laboured under great disadvantages, and it was necessary to take some steps to resuscitate the manufacturing industry of that country. It was on that ground that he wished to give some addition to the business representation of Tipperary by returning an additional Member, and giving Sligo, Ballinasloe, and Westport another—
