To ask the Secretary of State for the Home Department if he will make a statement on the operation of banning orders for football supporters whose club has been relegated from the Football League who try to attend the grounds of other clubs in the Conference League which at the time that the banning order was put in place were(a) in and (b) not in the Football League. On 14 September, two Statutory Instruments were laid before Parliament: the Football (Offences) (Designation of Football Matches) Order 2004 and the Football Spectators (Prescription) Order 2004. Subject to annulment in pursuance of a resolution of either House, the Statutory Instruments will come into force on 11 October 2004. The effect will be to extend football banning order and football offences legislation to cover all domestic matches involving a member club of the Premier League, Football League, Football Conference and the League of Wales. Once enacted, any individual subject to a banning order will be precluded from attending any match involving a Conference League club.
