On what independent research the statement by the Lord Bassam of Brighton on 3 November (HL Deb, col. 379) was based that "of the homes that currently fail to reach the decent homes standard on the thermal comfort criteria, above 20 per cent have standard assessment ratings of 65 and above. My noble friend Lord Bassam of Brighton's statement was based on the 2001 English House Condition Survey, which was carried out on behalf of the Office of the Deputy Prime Minister by MORI (in partnership with NOP and Bailey Simpson Associates) and published in July 2003.
