What are their proposals with regard to the future of exception sites, that is, those sites in rural areas that would not normally be designated for housing but may be if the housing is affordable housing developed by a registered social landlord. [HL4793]

In July 2003 the Government consulted on a proposed update to their planning policies for housing set out in Planning Policy Guidance Note 3: Housing (PPG3), entitledInfluencing the size, type and affordability of housing. This consultation paper included a proposal to replace the current policy providing for rural exception housing, set out in Annex B ofPPG3, with a policy that would enable local planning authorities to allocate sites solely for affordable housing. The consultation period closed in October 2003. The Office of the Deputy Prime Minister is considering the views of all those who responded and intend to publish the update by the end of the year.
