asked Her Majesty's Government:

Whether they will place in the Library of the House the draft international agreement referred to in Section 5 of the Northern Ireland Act 2000; who the states parties to the agreement were; whether it was signed and entered into force, and, if not, why not; when Parliament was told about the fate of this agreement; and whether this agreement was ever reconsidered in subsequent suspensions under the Northern Ireland Act 2000. Section 5 of the Northern Ireland Act 2000 does not refer to a draft international agreement. No arrangements, as referred to in that section, have been agreed between the British and Irish Governments.
