asked Her Majesty's Government:

What representations they have received about the provisions of the Regulatory Reform (Housing Assistance) (England and Wales) Order, S.I. 2002/1860, which comes into effect on 18 July 2003; whether they have concluded that primary legislation will be necessary to ensure that the administration of the disabled facilities grant is not racially discriminating; and, if so, whether they will enter into discussions with opposition parties with a view to getting a one-clause bill for this purpose through all its stages in one day. The Office of the Deputy Prime Minister has received representations, including from the noble Lord, about the provisions of the Regulatory Reform (Housing Assistance) (England and Wales) Order 2002 which extend eligibility for Disabled Facilities Grant (DFG) to occupiers of qualifying park homes. We want to ensure that there is no risk that the administration of DFG discriminates unlawfully on racial grounds. Primary legislation would be necessary to amend these provisions, and we are considering the options available to us.
