Whether under the Barnett formula the north-east of England receives £1.123 billion (23 per cent) less government funding than Scotland; and if so, whether they will change the basis of allocation to a needs-based formula. [HL1996]

The Barnett formula is used to determine spending allocations for the devolved administrations. It is not used to determine spending allocations within England. There are no current plans to change the formula. Information on identifiable total managed expenditure by country and region is published in Public Expenditure Statistical Analyses.
