§ Ms HewittLegislation is required to transfer the functions of the Radiocommunications Agency and of Oftel to Ofcom, as proposed in Chapter 8 of the White Paper. The Government will consider whether to set up a shadow Ofcom before Royal Assent. In the meantime, we are working closely with all the regulators concerned to plan a smooth transition to the new regulatory regime.
